TX :: Child Protective Services Handbook :: 10300 Post-Secondary Education Programs :: 10311.2 Adoption Assistance Eligibility Specialist Responsibilities for College Tuition and Fee Exemption

Adoption assistance eligibility specialists must research and determine whether the college tuition and fee exemption letter can be issued to youth or young adults based on the following criteria:

The youth or young adult was either:

  • Adopted before September 1, 2009, and has an adoption assistance agreement that provides for both a monthly payment and Medicaid benefits.
  • Adopted on or after September 1, 2009.

Regional adoption assistance eligibility specialists must:

  • Prepare the letter for signature by the Regional Operations Support administrator (ROSA), CPS program administrator, or CPS regional director.
  • File a copy and record in the youth’s file they issued the letter.

In addition, a DFPS State Office Adoption Assistance program specialist can determine eligibility and sign the form.
