The goal of the Education and Training Voucher (ETV) program is to help eligible foster care students pay for education-related expenses and provide needed supports to meet their educational goal while attending a public, private, or non-profit college, technical college, or certificate program.

Interested youth and young adults can apply to the ETV program on the BCFS Texas Education and Training Voucher (ETV) ProgramExternal Link website.

Preparation for Adult Living (PAL) staff or other designated CPS staff must:

  • Inform eligible youth about the ETV program, eligibility requirements, and administration procedures.
  • Verify eligibility for the ETV program.
